2Gig Tstat ct30 ZWave comm issues

I have a ztroller .15 sw
using intermatic modules

what is happening is that when I send a command to the tstat most times I see an error like this: Error sending fan mode command (44-2), return was ERROR ID: 28

if I check the tstat it will have updated like it should. any thoughts.

you can see where the return from the tstat is blank, I'm sure this is why I get the error.
