Silly question - adding device in HS4?

I've finally got HS4 talking to the PLM - am I missing the obvious way to add a device?

add devices are added/managed via the plugin. see the manage devices page

See two screen shots below - I don't see anywhere "manage devices" is listed:

Is there a document with current best practices for your plugin? How to manage groups, how to use insteon switches to control non insteon devices, etc.
