Why doesn't the Insteon plugin terminate when HS3 is closed?

When HS3 is closed, why doesn't the Insteon plugin close also? As you can see from the Task Manager, Homeseer is closed but HSPI_Insteon remains active.

not sure what's going on here. the plugin is designed to close when it loses the connection to HS3. It works on my dev setup.

My system is a HomeTroller Pro 6 running Windows 7 embedded 32 bit. Don't know if the embedded 32 bit makes any difference.
