I took out one of the CFL's and the issue went away think it's a bad bulb?

Bad or cheaply made. I haven't had any trouble (yet) with LED bulbs. Ones that give out the equivalent of 60W are around $10 now. You might try one. Make sure it is a dimming type.

It is fluorescent screw I bulbs I'll try this

What load is this switching on and off?
What happens if you disconnect the load? Does the log then show that the off command is acknowledged?

(I had a noisy florescent fixture cause a similar issue once.)

I have a togglelinc that can be turned off and on locally and on from homeseer but it does not respond to off commands. Here's what comes up in the log:
