I made i backup of the original file, and added a .BACKUP extension. I moved the file away now, but I don't think it changed anything.

TPLink files in /usr/local/HomeSeer (after I removed the .BACKUP file):

    homeseer@HomeTrollerSELv2:/usr/local/HomeSeer$ ls -lah *TPLink*
    -rw-r--r-- 1 root root 283K Sep 28 19:04 HSPI_TPLinkSmartHome.exe
    -rw-r--r-- 1 root root 365 Apr 22 2018 HSPI_TPLinkSmartHome.exe.config

Log output after I restarted the plugin:

    Sep-29 9:56:12 AM Plug-In Finished initializing plug-in TPLinkSmartHome

      This solved my problem:

      sudo apt-get install mono-devel
      sudo apt-get install mono-complete
      sudo apt-get -y install libmono-microsoft-csharp4.0-cil
      sudo apt-get install avahi-daemon
      Thanks for all the effort!

Wow! No kidding! I never would have figured that out. Thanks for posting the solution
