Lamp modules don't report the same dim level

When I activate a link that four lamp modules are programmed to respond to, by holding down the rocker on the wall switch, they don't all report the same dim level. 3 of them report 38% (which is about right) but one reports 100%.

These are PCS lamp modules.

If you set detailed log mode and send me the log from the point where you transmit the link I can look at what the devices are sending and what the plug-in is doing.
