Programming HS3 with Zwave Controller

I have a Leviton Vizia Zone Controller, RZCZ1, that I just added to HS3.

How can I use it to control a virtual device or to directly control HS3 events?

If I associate it to a zwave device, it works fine. If I associate it to HS3, nothing happens. I do not see any action from it in the log.

Homeseer, but not virtual devices or events, is available in the association menu as an option for this controller. When selected, I cannot figure out how to use it.

Also, I notice that "linking" is an option, but does not work with this device.

When it has a device "linked" to it, it does not complete turning on or off. This is true if it is a virtual device or a zwave device.

This is a first gen. Vizia RF 1-Zone dimming controller.

I've been continuing to beat my head against this. Any idea how to trigger HS3 events with a Zwave scene or zone controller? I'm able to set up my ZNET and HS3 (Node 1) as the associated device in the controllers. I see no action in the log or how to integrate into a scene.
