    Z-wave device fails to respond

After installing a new SD image and restoring my config backup, I have a device - on a plug-in lamp, that appears deaf.
On the Device Manager page, I can click the On/Off button and it appears to respond on that page, but nothing happens with the light (I have the light ON so I can see changes *and* that the bulb is working)
    I've tried a Z-wave
    Test Connectivity (fine),
    Rescan (no errors) and
    Optimize (also fine).

Short of removing/reinstalling it, is there anything else I can try to get it back?

    Here's the device info
