Changing Jasco/GE 14294 switches to 14291 via firmware update?

I'm having a few issues with the dimmer functionality at my house that seems to be causing a bit of wife-strife....

My house is full of jasco 14294 dimmer switches (plus slaves for 3 and 4 way switches) but every now and then they will get into a state that is dimmed at 1% and they will not work via just clicking the button down and up. You have to hold it down for ~2 seconds, then up for ~2 seconds and then they will work by just clicking down and up to turn on and off.

I already have the ramp rate parameters set to 99 and I've tried to do some scripting in HS that turns it off automatically when it goes below 2% but it just doesn't seem to be 100% reliable and its just going to be easier for me to have something that is just on... or just off.

Does anyone know any way to either 1) get a 14294 switch to 100% reliably always be off or always be on with no local dimming or 2) to turn one of these switches into a 14291 via some sort of FW upgrade?

    Thanks in advance to all!
