HSTV running at about 30% for a while

Not sure what HSTV.exe is responsible for but it's been running for a while now.

I had deleted all the data files, redownloaded, and then ran the importer event. Maybe that's it?

Yes, there is a lot going on during the import. Thats why we have it scheduled to run overnight.

hstv.exe does both the import and the download.
