Works fine in Windows Homeseer 3. It does not work in Ubuntu Linux Homeseer 3.
Testing the plugin in Linux here...validated the serial connection looking at the serial input.
CS-BTPro:/dev# cat ttyUSB1
1lW9 1iSz 1lW9 1iSz 1lW9 1iSz 1lW9 1iSz 1lW9 1iSz 1lW9 1lW9 1iSz 1lW9 1iSz ^C
So when trying to enter /dev/ttyUSB1 in com option box it changes the input to %dev%ttyUSB1.
Edited the configuration file so it looks like this:
[Settings]
supportForumUrl=http://forums.homeseer.com/forumdisplay.php?f=1076
sendToMessageServerClients=false
sendToBLBroadcastClients=false
debugLevel=true
rfidReceiver1ComPort="/dev/ttyUSB1"
Not seeing any of the tags though via the logging of the plugin.

There is nothing seen at all in the debug logs here running the plugin in Linux. Plugin acts fine except that it doesn't see any of the tags.
Only using 12VDC tags in automobiles and nothing else at this time (well since the beginning of the CheaperRFID plugin in the HS2 days).
