I had a similar problem on two separate locks. In one case I deleted all users, and then did the "Delete all users" command locally at the lock. Then, it began to work correctly. In the other case I had to remove it from the zwave network, delete all users, and then add it back to the zwave network. Then, it would let me add users.

In both cases, the inability to add users problem was also prevalent in the Plugins+Zwave+Locks page...could not add users from there, either.
