EnvisaLink HS2 to HS3 Upgrade

I purchased the HS2 Plug-in a few years ago. I am finally in the process of upgrading to HS3. I tried my HS2 Envisalink plug in registration credentials with the HS3 plug in and it didn't work. Do I need to pay for the plug in again?
