Using this plugin, can one connect to a Vista 21IP directly? If so, other than ip/port - what is required?

No, the plugin does not support TCP connections to the panel. You will need the ad2usb module (alarmdecoder.com) which is connected to the panel like any other wired keypad, and then a usb cable to your hs server.Mark
