Stringify is a service very similar to IFTTT, and is compatible with the IFTTT plug-in for HomeSeer.
Follow the Installation and Configuration instructions on this post, but instead of an IFTTT account you will need to open a Stringify account and add your Dropbox account as a "thing"

Here is an example of event that will send a Notification to my phone when a door is opened:
Note: if you don't see the File field you will need to switch to the advanced editing mode by clicking the "blue bird" button.
Fill in the File field with anything you want (you can even use a global variable), this is the text that will be displayed in the Notification.
Then create the stringify flow: Choose "A File in my Dropbox folder is updated" as the trigger and "Send me a push notification" as the action. In your push notification message use the "File Name" parameter to retrieve the message you set in the HS event.
