Setting Current Program If different from existing One

I'm trying to figure out how to set the current program only if it is different than the one currently running. I'm trying to avoid the cancel message from appearing on the screen.
I tried this below but apparently the manual trigger overrides the And If . I tried different And Ifs (Time is > 10:00 AM etc.) none made a difference.
I could write a script but I don't know how to access and set the plugin values.
Any help would be appreciated.

If you run an event manually the conditions (AND IF) are always ignored
If you run an event from another event, conditions are ignored by default unless you tick the checkbox "Check conditions on target Event"
