WARNING: Plugin object not available

On v1.3.7.0 of the Plug.

The plug won't start and I get that message on the right side of the Plug Managemenent page when I try to start.

I've occasionally seen that message flash by during startup between when the plug-in is asked to start by the UI and when it actually starts. Is it staying with that message indefinitely, even after refreshing the page?
