Clarity on Device's value was _____ and becomes Any Value

the confusing thing is that the native trigger "changes and becomes Any Value" does trigger if there is no change. (which IMO is a bug and should be fixed)

Yup made a post about it not so long ago. and realized at the end that it was a bug from this mative trigger

From testing, my understanding is trigger this requires a change in value--i.e., becomes any other value.

Is my understanding correct?
