no it should not
the OR IF is a trigger independent from the first IF so it will only fire if Boiler Zone 5 was < Max, and then change and becomes > Max

To elaborate on Spud's response, it appears that what you intend can be done like this:

If The event will automatically trigger every 1m, 0s
And if Temperature Workshop Boiler Zone 5 Superstor < Temperature Outside Outside Patio Sensor Min

Or If The event will automatically trigger every 1m, 0s
And if Temperature Workshop Boiler Zone 5 Superstor > Temperature Outside Outside Patio Sensor Min
