I have noticed that while using HS4 there isn't a "General Devices" section in the config page. Also, when looking at individual devices that are being monitored, I don't see a SDJHealth Tab to set different parameters.

The General Devices features operate separately to battery device monitoring so don't interfere in any way with existing setups and the main purpose of the plug-in.
As for your other point, as far as I am aware the HS4 Beta interface doesn't yet have a method of accessing device configuration tabs. There has been some discussion about this and I think the intention is that it will be added before the release version but I might be wrong. In the meantime it is possible to access the HS3 device interface pages in HS4 from which you have access to device configuration tabs and specifically the SDJ-Health tab for local configuration. I can't remember offhand the exact details of how and I am away from home at the moment. I do run an HS4 beta from time to time for testing purposes but it is not ready for a production system in my opinion. I will be back on friday and fire up my HS4 temporarily and give you instructions for accessing the SDJ-Health tab.
I am waiting for HS4 to be much further progressed before I embark on producing HS4 native versions of my plug-ins. HS have made a pretty good job, so far, of ensuring that HS3 plug-ins continue to operate in HS4.

change it to
http://192.168.0.6:8000/deviceutility
and it will display the HS3 devices view.
You can then access the configuration tabs and SDJ-Health tab just like if you were running HS3. This acts as a workaround until HS4 provides direct access to the device configuration tabs.
You can also use Jon00's excellent 'Jon00 Links' utility to create easy ways of accessing pages such as this.
I hope that helps.

Thanks Steve! That helped me re-find the HS3 deviceutility page that I had somehow accidentally stumbled into last week while meandering through HS4 so I knew it existed but I could not find it again. I had used it to tweak some device/status pairs that HS4 has trouble with and that also warns you WORK IN PROGRESS-DO NOT USE!
