Event not reporting low batteries

Do you have the plug-in set to alert on low battery level, and what low value do you have set. Have you overwritten any of the global settings with local settings on the particular monitoring child devices for the devices that have dead batteries?
Can you post a screenshot of your SDJ-Health monitoring devices in list view, or preferably the HS3 legacy device manager view, Basically I want to see what the status string shows for the root and child SDJ-Health devices.
Also can you post a screenshot of your Battery Devices Config page in SDJ-Health showing how you have it set up.

I believe I do have the plugin set to alert on low battery, unless I am missing something. I am attaching my battery config screen. I haven't changed any of the default settings. I can't remember how to pull up the HS3 device screen but I will include a screenshot of the SDJ Health Monitoring.

Have you tested your event? Manually trigger the event to make sure you get the Pushover message.
Let me know if that works and we can then investigate further.

I ran the event and I did get a pushover message that said All Devices are Healthy! Event Has No Message Body - Error
Then I ran the Notification Event and it said:
Low Battery Alert
Monitoring 11 devices1 Missed: 10 OK
I didn't receive any messages about the battery in the Kitchen Motion Sensor.
It doesn't tell me what battery is low.

Your notification event Pushover message subject is 'Low Battery Alert' which is why it states that even though the trigger is for any type of alert.
The Pushover message in your event doesn't have a body, only a subject, hence the error message.
If you want a message that gives you more details about the alerts and which devices are raising an alert configure the events as per the examples in the guide The example events send a pushover message with just the details of the latest alert followed by an email message with full details of all the monitored devices.
It is easy to change whether you send a Pushover message or an email and what information you display in the message. To change the information contained in the message configure your event to change the report type of the root device before sending the message, as per the email example. The example sets the report type to 'Full' which list all monitored devices whether they are healthy or not. For a Pushover message it is best to set it to 'Short' as this will only provide information in the report on any devices that have an alert.

Because you are running the event retrospectively the pushover message is only showing the latest alert which is the Missed Wake-up, not the previous Low Battery warning. You could manually run the triggers again by clicking the 'Retrigger' button on the SDJ-Health root device. This will clear any current alerts and then re-trigger them one at a time with a couple of seconds between. If your events are set up correctly they will be re-triggered consecutively.
If you want specific information to be sent in a particular way, e.g. email or pushover, let me know what and I will suggest how to configure your events.
The trigger you are using, i.e. the root device being set to a value in the range 0-3, will trigger on any of the alerts. If you want a particular event to trigger only on Low Battery events, for example, you would set the trigger to be the root device being set to 'Low Battery Alert'.
There is a lot of flexibility in what to trigger on, and what information to provide, which can make it confusing at first.

I generally have the 'ResetReportType' set to 'Short' as I find this the most useful format for Pushover messages.
The other event I have on my system is to alert me when all the devices return to healthy. I find that useful, see below:
1597 being the RefID of the SDJ-Health root on my system.
