Help changing from Weather Underground

I'm struggling to get the plugin going after Weather Underground stopped working. From March this year.

Docs say:

Click on Settings In the fly-out menu. The first decision is to select the primary data provider.

But there's no data provider selection.

I'm in Australia, Melbourne.

Nothing is working. Why is "End" before "Start"?
