Played with it today using Raspberry Pi 3 B+

Installed Raspbian 9 Stretch and added mono using this guide:

After updating repositories, install all 3 mono versions using the following:

sudo apt-get install mono-devel
sudo apt-get install mono-complete
sudo apt-get install mono-vbnc

Everything installs and connects without any problem.
