Typically its special programming built in or used with DVRs which plays with the different algorithms of the videocam picture to decide what is motion by the pixel, entire picture, etc.

Like if you have a camera pointed at the driveway and you designate an an area that can create a motion event. I utilize ZM and its motion detection. IE: Here is an example.

Some cameras have built in triggers for motion and motion events; like the Panasonic IP or the Foscam. Typically these don't allow for much adjustments; its all or nothing.

Video Motion Detection is a form of Motion Detection that uses some form of video camera or digital camera, wired to a computer. The computer constantly compares the current image to the a control image that was recorded of the area when it was safe and unoccupied. Any variation beyond a certain number of pixels is automatically flagged. Depending on the system, it may be set to trigger an alarm when that happens.

The second part of the equation is how to tell Homeseer that motion was detected. The DVR capability of 3rd party software will typically provide a means of notifiation. I believe Zoneminder will send xAP messages. The IP-cams will typically provide notification via email or FTP. Some of my more recent xAP applications can be setup to act as email servers and trigger based upon the email receipt or similarly trigger when the IP-cam tries to connect to the FTP/SMTP port. mcsXap is the Homeseer plugin that can recognize xAP messages. I know the open source ISPY allows a script to be exeuted and that is another way to connect to Homeseer.

Here is a defined MCS XAP Event utilizing one defined zone for motion.
