How do I tell which cheap tablets that run android, where I can download The HS app?

Any tablet with Android 1.5 and above will run HSTouch just fine, although most newer tablets come with 2.0 and higher.

You can side-load the app from the browser by pointing to the .apk file link or if it has access to google play or the amazon market, you can load it from there.
