Same node number controlling two switches

I had something weird happen. I am using a ZNET with about 200 nodes.

I had one switch stop responding, so after I powered it down, back up, rescan, etc. it still would not work. So I excluded it. When I excluded it and re-added it, it was assigned the same node # as the next higher one. For instance, I had nodes 11 and 12. 11 stopped responding, so I removed it and re-added it. It came back as 12. Now the device in HS controls both switches with one device. I ended up removing both and re-adding this resolve it. The problem is that this is happening when I remove and re-add other devices that I am having issues it.

Is this a data corruption? I would appreciate any helpful insights. I hope I do not need to rebuild my entire z-wave network.
