All ON after Power Failure?

Hi,

Do you guys know if the lights all go back to ON after a power failure?

The Phillips Hue lights work that way and I am not moving forward with implementing these lights due to this reason.

Does the Lutron Caseta work the same way after a power failure every bulb in the house goes automatically ON, instead of the "last state" or even to the OFF state?

I just test it and the light don't turn on after the power restore
