I just use Zira and David that ship with Windows. David speaks warnings or alerts, Zira speaks notifications.

8.1 had Hazel who spoke with a British accent, but she is gone with windows 10.

My wife wanted a man's voice letting us know if there was a CO2, smoke, flood or any other alert or warning and a woman's voice telling us a the time, when the washing machine is finished and other notifications. It actually works quite well, because if David speaks it is unusual and gets our attention.
