<pre class="ip-ubbcode-code-pre">[High Beep C:\HomeControl\Sounds\Alarms_General\divalarm.wav] Warning, Warning, a weather alert has been issued, a weather alert has been issued, consult a weather source for information</pre>

    works but

<pre class="ip-ubbcode-code-pre">[High] [Beep C:\HomeControl\Sounds\Alarms_General\divalarm.wav] Warning, Warning, a weather alert has been issued, a weather alert has been issued, consult a weather source for information</pre>

    does not.

Are you only allowed one control phrase is a line of speech?

    Steve,

Yes, all the control directives (high, beep, log, etc) must be enclosed in the same and single [ ] brackets thats why the first works and the 2nd does not. But you can have as many control directives inside the [ ] brackets as you like.

In the [High Beep C:\....] both the High and the Beep would be honored. As an example, if you had speaker switching enabled as well you could issue a <pre class="ip-ubbcode-code-pre"> [High Log Beep C:\HomeControl\Sounds\Alarms_General\divalarm.wav Loc All]Warning, Warning, a weather... </pre>
This would cause it to be a High priority message prefaced with your divalarm.wav file that is spoken on all switched speakers and is logged to the HS LOG.
