Rasbian Install not speaking TTS phrases

Installed HS3 on my RPi2 using latest Raspian OS with Mono 4 and mostly everything is working except...

TTS Speak command doesn't work correctly and says "Welcome to Homeseer" no matter what the Speak phrase is in the event.

Log files show it should be speaking other phrases but doesn't.

apt install pico2wave (I recently went through something similar with a ubuntu 16.04 Server install)

Because I'm using Raspian I used this install and it worked!

sudo apt-get install libttspico-utils
