For the last few restarts I have been getting the following error at startup. Running the beta .402

Also - When you shut down HS3, all the plugins shut down except PHLocation. I have always received the error in windows it would not shut down with the following:

Found the solution. Somehow a new Phone was started but never configured. It was not in the plugin but was in the device database. Once I removed them from the database and restarted HS3, the missing device error was gone.
Second - the Shutdown error. Each time I shut down HS3, PHLocation would continue to run. There was an issue with the exe accessing an IP outside of the network and the firewall was stopping it. I have it set so if a program changes and is trying to contact an IP outside of my network, I need to approve it the first time and then it run without issue until it changes again. Once I checked the IP and approved the change, the startup and shuddown of the exe continued without issue.
