Quite - I have wondered exactly the same but guess that they do have their reasons (whatever they are) considering the options are relatively fixed according to the Z-Wave spec (I appreciate some devices not playing quite as well to the spec as others).
In fact the data is already there (http://devel.pepper1.net/zwavedb/dev...0-00-00-00.xml for example just a random device) so they probably do that just not allowing a method for external inclusion of the XML files. Perhaps could be an idea to save the development time if the plugin scanned a directory for the files and if there was something new it tried to add support to the plugin but I am sure they have reasons for not allowing such an option.
