Help needed to eliminate startup error

I get this error when HS3 Pro starts up:

The Window title is: Speaker

Error initializing Voice recognition, probably not installed, check your Speech control panel: Exception from HRESULT: 0x8004503A

I have checked the Speech properties and Microsoft Sam is selected and working.

When I click OK on the error dialog I get the HS startup spoken and port number spoken fine.

Any ideas?

This error indicates an issue with your voice recognition on your HS server. Check to see if voice recognition (VR) works via the control panel > speech recognition.

I get this if a microphone isn't plugged in and the server speech recognition is on
