Phantom Buttoms Work, Individual Dimmers Do Not

I bought a HomeSeer HS3 today, and am setting up the BLRadioRA as my first plugin. I am connecting through the serial port on a Lutron Chronos. It has 17 phantom buttoms, which all can be controlled as expected through the HS3 BLRadioRA interface. The phantom buttons work very well, with a faster response time than my usual Lutron controllers. However, if I click the on/off on any of the zones (I assume these are the individual dimmers), then no lights switch on/off. I've tried turning on/off all 64 zones. None of them have an effect. I can see commands appearing in the Chronos terminal. What am I missing?

The post above took awhile to appear on the forums. Since then I have resolved the issues. I wasn't setting the zones correctly on the Chronos.
