Newer Insteon devices are dual band. That means that it uses the powerline for communications to the PLM but also has a proprietary radio for communications between devices. Kind of a mesh network. Some Insteon devices are only connected using that radio network. I have a keypad next to the bed and it communicates to a nearby dual band wall switch.
That's my understanding.
