It's their new website. They haven't put that feature in, bcause there used to be a checkbox that asks you whether you're upgrading and offers you the discount if you put in your old code.
You should contact a HS personnel by opening a helpdesk ticket. They can probably make a one-tiem use coupon to work around this issue, or just give you a refund for the discount.
