I am looking into buying an RFXCom device. Which is the best one to use? Is the USB non-VAT the best to start off with? See the circle around the 80003N in the attachment.

The USB version is a good choice for U.S. users and if your PC is at the best location for the receiver. If you need to have the receiver placed on another location more than 5 meters (max USB cable length) away from the PC you better select an Ethernet version.
For European users: if you want to control Harrison, HomeEasy, DomiaLite, Nexa etc you have 2 options. Or select the USB receiver with the USB transmitter OR select a 2 ports Ethernet version that can have a transmitter and up to 2 receivers inserted.
