OutOfRange error installing Insteon outdoor relay

I am attempting to replace an ApplianceLinc with an Outdoor ApplianceLinc, doing a manual add. The add fails with : Error in Background Update (DoJob #1): System.IndexOutOfRangeException: Index was outside the bounds of the array. at BackgroundUpdate.DoJob().

Resolved by Mark. Was due to an earlier device that got registered twice.
