Local API Wifi-based IP Thermostat Selection help

I'm finally moving to HS3 as I would like to move away from Insteon thermostats (too much Insteon traffic generated by multiple thermostats) to something new.

Ideally, I'd like a local API wifi-based IP thermostat powered off 24 volts on the thermostat wiring. I'm guessing the local API would reduce latency getting the changes to/from HS3. I like the idea of wifi because it can reach all of my locations without running ethernet to the thermostat or air handlers (both are tough to get to).

Lastly, I'd like an HS3 plug in that lets me deliver messages to the thermostat (like outdoor temperature, dew point, etc).
Does anyone know of a thermostat/HS3 plug in pairing that meets these objectives?

I have some further requirements (needs to have an electric setting so the fan blows when heat is called) but figured I can do that research after getting some direction on the objectives above.

Thanks for any suggestion the community can provide.
    Jono
