X10 off received but not x10 on

Ok i have a x10 controller in the garage..

found it with a quick google...
    http://www.zimbio.com/Electronics/ar...on+Keypad+6451

nice thing with this is all it does is put a x10 signal.. so if you set the first button to G4 as I have it..
    the codes are
    G4
    G5
    G6
    G7

    anyway...

when I press the one for my track lights... I get a response from off but not on..

    any thoughts????
you can see the event off run...
but on the on.. you do not...
i have all logging check boxes checked for this.

oh forgot to say.. in HS2 it worked flawlessly...
in HS3 it was working in .16 but I forgot to set it back up in .18 as I redid all of HS...

    anyway..

G6 is the bottom button so..
press it on ==> G6 on ==> Event G6 on received = zwave device track lights on
press it off ==> G6 off ==> Event G6 off received = zwave device track lights off

      ok food for thought...
      interesting..

I made a virtual device.. and assigned G6 to it... also set to appliance so only an on and off..

i can press the button and get an on and off 100% of the time... shown on the home screen...

i watch the ha02c and i see the light on it only flicker on the off which oddly enough is the only time the event runs... on the off...
