Cannnot get 2.0.83.0 to start

I just upgraded to 2.0.83.0 and I cannot get it to initialize. I disabled Norton 360 but it still does not start. I also added BLRF to the Norton program list but it still will not start. I also have RFXCOM installed but it hasn't been a problem before. Below is what appears in the status on the right hand side of manage plugins.

Any ideas?
